Purchasing then distributes cost proposals to EC for review. EC decides to invite all four companies in for interviews. Purchasing begins to schedule the interviews.

All four companies were interviewed. After the last one, the EC discussed each cost proposal and each interview. The discussion also involved how each interview clarified the EC's understanding of different aspects of each proposal and cost proposal; how each company operated; how their experience met or did not meet the performance requirements of the specification, etc. A decision was made to ask each company one additional question before a final scoring; that question was "if your company were to be awarded both contracts, could that affect the cost proposal for each? If so, how?" Companies responses would be due on 12/2/11.
The EC also determined the final "weight" of each aspect of the process would be:
Proposal 60%
Interview 30%
Cost proposal 10%
