District-Wide Harbor System Plan

Planning for the Future

The Chicago Park District is in the midst of planning the future of the Chicago Harbor System. The harbor system has been significantly improved over the past decade, and the Park District is now looking to further augment the harbor system as a key component of our magnificent lakefront.

Following a competitive bidding process, a consulting team led by JJR, a land-planning, design and engineering firm with extensive waterfront, harbor and park planning experience, was hired to produce a long-term District-Wide Harbor Master Plan. Project Goals

Overall Goal - Further enhance the overall lakefront experience for all types of users.
  • Identify appropriate opportunities to improve and expand the district-wide harbor system;
  • Build upon the interconnected nature of the lakefront parks and their harbors;
  • Produce a long-term Harbor Master Plan.

Project Scope

Phase I: Data Analysis and Synthesis
  • Collect and review data
  • Analyze existing harbor system
  • Establish & begin public process
Phase II: Harbor System Master Planning
  • Develop feasibility criteria for potential harbor improvements and new harbor opportunities
  • Identify harbor improvements and new harbor opportunities
  • Assess potential harbor improvements and new harbor opportunities through the public process
Phase III: Conceptual Design
  • Identify & prioritize up to eight improvements and/or new harbor projects for further design development
  • Prepare conceptual designs for up to eight projects
  • Prepare cost estimates and financial pro formas
Phase IV: Design Report
  • Produce a Final Design Report
  • Produce Technical Addendum
