Pursuant to the Judgment entered in the case of Michael L. Shakman, et. al. v. The Democratic Organization of Cook County, et. al., No. 69 C 2145 on October 26, 1984, the Chicago Park District and its employees are prohibited from conditioning, basing, or affecting the hiring of any governmental employee (except certain Exempt Positions) upon any political reason or factor.
HIRING MUST NOT BE BASED UPON OR AFFECTED BY THE PROSPECTIVE EMPLOYEE’S POLITICAL AFFILIATION, POLITICAL SUPPORT OR ACTIVITY, POLITICAL FINANCIAL CONTRIBUTION, PROMISES OF SUCH POLITICAL SUPPORT, ACTIVITY, OR FINANCIAL CONTRIBUTION. NOR MAY HIRING BE BASED ON OR AFFECTED BY THE PROSPECTIVE EMPLOYEE’S POLITICAL SPONSORSHIP OR RECOMMENDATION.
Employee Reporting Requirements
Park District employees must report to the Park District’s Inspector General any contact by (a) a political party or campaign, (b) a public office holder, or (c) anyone working or volunteering on behalf of a party, campaign, or office holder, if that contact concerns an Employment Action affecting a non-Shakman Exempt employee. You must report the contact even if you were not the Park District employee contacted. Failure to report a political contact can result in discipline up to and including termination.
